The Nigerian Electricity Regulatory Commission (NERC) held a public consultation on the Draft Net Billing Regulations at the Transcorp Hilton, Abuja, marking the final stage of an extensive nationwide stakeholder engagement process conducted in partnership with GIZ and the Nigerian Energy Support Programme (NESP).

During the session, EMRC delivered a detailed presentation on the draft regulation, while NERC provided insights drawn from submissions received from 42 organizations and individuals across Nigeria—amounting to more than 624 distinct recommendations.
Following these presentations, stakeholders participating both in person and virtually contributed additional feedback aimed at further refining and strengthening the regulation.
This consultation concludes a process that began on 4 September 2025 with NERC’s initial call for public submissions, followed by a physical engagement in Lagos last week, and now culminating with the final session in Abuja.
ABOUT NERC:
Nigerian Electricity Regulatory Commission (NERC) is an independent regulatory body with authority for the regulation of the electric power industry in Nigeria. NERC was formed in 2005 under the Obasanjo administration’s economic reform agenda through the Electric Power Sector Reform Act, 2005 (repealed), now the Electricity Act 2023 for the formation and review of electricity tariffs, transparent policies regarding subsidies, promotion of policies that are efficient and environmentally friendly, and also including forming and enforcing of standards in the creation and use of electricity in Nigeria.
